General Solutions:

✅At checkout, try changing your payment method. If only one payment method is linked to your PayPal, add another one (a credit/debit card or bank account) for more flexibility.
✅Inform your card-issuing bank about the transaction you’re trying to make.
✅Double-check the correctness of your email address or phone number. Ensure you’ve completed the PayPal registration process.
